Background of the Study
Capacity-building initiatives are essential for empowering SME owners with the skills needed to navigate an increasingly competitive business environment. In Delta State, SMEs play a critical role in economic development, yet they struggle with challenges such as inadequate training, poor access to resources, and limited exposure to best practices in financial management and accounting. Various capacity-building initiatives, such as training workshops and mentorship programs, have been introduced to address these challenges. However, the extent to which these initiatives improve the operational efficiency and financial management of SMEs remains unclear. This study aims to explore the impact of capacity-building initiatives on SME owners in Delta State, focusing on their contribution to business growth and sustainability.
Statement of the Problem
Despite the availability of capacity-building initiatives in Delta State, many SME owners continue to face challenges in financial management and operational efficiency. The disparity between the intended outcomes of these initiatives and their actual impact on SMEs raises questions about their effectiveness. Furthermore, there is limited research on how these programs address the specific needs of SME owners in Delta State, creating a gap in understanding and impeding policy development.

Scope and Limitations of the Study
The study will focus on SMEs operating in Delta State that have participated in capacity-building initiatives over the past five years. Limitations may include potential selection bias, as well as the difficulty in obtaining accurate records of participation in capacity-building programs.

Operational Efficiency: The ability of a business to deliver products or services in the most cost-effective manner without compromising quality.
